Public Consultation for New Candidate SVHCs
On September 1, 2023, ECHA launched their 30th public consultation for adding new SVHCs to the EU REACH Candidate list. The consultation opens October 16, 2023.
Complying with the regulation is critical to preventing stop shipments, fines, and fees in Europe.
Once approved, any supplier who directly or indirectly supplies parts or products to the European market has the obligation to communicate the existence of SVHCs above the concentration of 0.1% (weight over weight) in their products.
All companies selling into the European Union must collect new EU REACH Candidate compliance declarations from their suppliers and assess the risk for use of the newly listed SVHCs. If the SVHCs are found to be above the article threshold, then this must be communicated to resellers and/or distributors selling the company's products in Europe.
In addition, if the company places product directly on the European Union market and the new SVHCs are found above the allowable threshold, companies must submit their compliance information to the EU SCIP database.

Five (5) Proposed New SVHCs
Below are the proposed new SVHCs. If approved, they would be added to the January 2024 Candidate list, which would bring the list to 240 SVHCs.
Where Used
To determine your company’s level of risk, assess the following uses for each SVHC. Each CAS number must be reviewed individually to determine the use cases for assessment.
CAS 732-26-3 is used in fuel additives and blends.
CAS 3147-75-9 is used in coating products, adhesives, sealants, and lubricants. May be contained in some cleaning products, polishes, and waxes.
CAS 119344-86-4 is used in industrial applications and coatings, in addition to photo initiators and UV-inks.
CAS 3896-11-5 is used in coatings, sealants, and adhesives. It is also used in cleaning products, plasters, modelling clay, fragrances, and cosmetics, as well as, photo chemicals and surface treatments. This CAS requires deep investigation of all uses.
CAS 700-960-7 is used in adhesives and sealants, coatings, plasters, toners, and polymers.
